Lobjet de cette recherche est linstitution des ports francs à lépoque moderne dans un cadre comparatif, afin den souligner soit les traits communs que les particularités. Les ports pris en examen sont les ports de Marseille et Gênes. La comparaison avec dautres réalités telle que celle de Livourne, modèle et rivale, est utile pour montrer l'importance des relations entre les principaux pays méditerranéens et européens, ainsi que les influences mutuelles dans la configuration des franchises. Du point de vue de lhistoriographie, il s'agit d'un sujet qui croise plusieurs champs: histoire administrative, économique, sociale.
Je me suis concentré sur les édits du port franc en considérant dabord lanalyse du contenu des édits et des modifications ultérieures, compte tenu des projets et des propositions. En outre, jai expliqué les causes et les motivations possibles et jai identifié les principaux acteurs sociaux et les intérêts en jeu. Avec l'étude de la législation et des débats autour de l'application du port franc, jai analysé ensuite la place de cette règlementation dans les rapports entre les acteurs engagés dans son administration et les autorités centrales. Il sagit, avant tout, dune histoire du négoce et de linstitution du port franc, non dune histoire des négociants.
La première partie du travail est consacrée au phénomène de la diffusion du port franc. Jai analysé la naissance du port franc, en suivant son évolution à travers les premiers édits, presque contemporaines, entre Gênes et Livourne. Jai séparé les chapitres selon une base spatiale et géographique : après une première phase Tyrrhénienne, les ports francs se propagent dans la Méditerranée pour arriver à « contaminer » lEurope entière. Comme épilogue de cette partie, jai choisi une brève analyse des ports francs dans les colonies américaines, qui sont très différentes par rapport aux modèles originaux. Jai exploité une vaste bibliographie, souvent confinée dans un cadre géographique local, afin de créer un discours global avec plusieurs connections. Dans le cas de Marseille et Gênes, jai préféré citer soit les ouvrages principaux que les sources consultées.
Afin de confronter les similitudes et les différences entre ces deux systèmes, jai choisi dans les chapitres de la partie suivante, dune fois à lautre, de discuter un aspect en commun entre les deux villes-ports. En voilà quelques exemples : le rôle des négociants par rapports aux pouvoirs municipaux, la place confiée aux étrangers et en particulier aux juifs, le commerce avec le Levant et limportance des capitulations, etc. Dans cette section jai exploité en partie la bibliographie et en partie les sources. Après avoir traité de la diffusion dun modèle économique et de son fonctionnement, jai consacré la troisième partie aux discours théoriques sur la franchise des ports. Dans le premier chapitre jai analysé brièvement lopinion des principaux économistes italiens et français sur les ports francs. Leurs idées seront reprises dans les discours politiques à la fin du XVIII et dans le XIX siècle. En exploitant certaines sources inédites de la Chambre de Commerce de Marseille et des Archives Nationales de Paris, jai écrit un chapitre sur lhistoire du port franc marseillais entre 1789 et 1817, quand il fut définitivement aboli. Enfin, le dernier chapitre retrace plusieurs projets, jamais mis en pratique, pour un port franc dans le Royaume de Naples entre XVII et XIX siècle. Dans ce cas, jai utilisé des sources inédites et des articles spécifiques mais relativement isolés. A travers cette dernière partie jai voulu souligner comment le port franc a été une mesure très caractérisant, un outil pour sapproprier des ressources du commerce de la part des négociant au pouvoir. Les projets dune franchise à Naples, jamais achevés, mais plusieurs fois proposés, peuvent être intéressants pour observer la façon dont on regardait le port franc, avec des opinions contradictoires qui, de temps en temps, l'indiquaient comme un moyen d'enrichir la ville ou d'en décréter la ruine.
Thesis resume
The goal of this research is the study of the institution of free ports in modern age within a metaphorical scoreboard, in order to underline its common traits and peculiarities. The free ports that were examined are those of Marseille and Genoa. The comparison with other situations, such as the one in Leghorn, a model and a rival, has been helpful to illustrate the relevance of relations amongst the main Mediterranean and European countries, as well as the reciprocal influences of the exemptions set up. From a historiographical perspective, the subject encompasses several fields, from administrative to economic and social history.
The first aspects Ive focused myself on has been an evaluation of the free ports decrees on the base, first of all, of an analysis of the texts content and their following modifications -also keeping in mind potential projects and proposals. Furthermore, I tried to explain the possible causes and motivations, as well as identified the main social factors and interests at stake. By examining the legislation and the debates around the application of the free port, I have also considered the role of this regulation within the relations amongst the participants involved in its administration and the main authorities too. We are dealing, primarily, with the past events concerning the commerce and the institution of the free port, rather than the négociants.
The first part of this work looks into the phenomenon of the diffusion of the free port. I have analyzed the birth of the free port and followed its development through the first decrees, almost simultaneous, of Genoa and Leghorn. I have distinguished the chapters according to spatial and geographic criteria: after a first Tyrrhenian phase, the free ports spread into the Mediterranean and continued further until a thorough contamination of Europe. As an Epilogue to this part, I chose a short analysis of the free ports in the American colonies, very different compared to the original models. I had to draw from an extended bibliography, often restricted to a local geographic framework, in order to create a global argument with greater connections. In Marseille and Genoas cases, I preferred quoting both the main researches as well as the sources that were consulted.
To compare the similitudes and differences between the two systems in the chapters of the second part, I have chosen to discuss, side by side, the common aspects between the two port cities. A few examples: the role of the traders in relation to the municipal powers, the space granted to the foreigners and to the Jews in particular, the commerce with the East, the important of capitulations, etc. After debating on the diffusion of an economic model and its functioning, I have appointed the third part of my work to the theoretical speeches on port exemptions. In the first chapter, I briefly analyzed the opinion of the main Italian and French economists on the subject of free ports. Their ideas were reprised in the political debate of the end of the XVIII and the XIX centuries. By exploiting original sources from the Chamber of Commerce in Marseille and the National Archives in Paris, I wrote a chapter on the history of the free port of Marseille between 1789 and 1817 the latter, the date when it was finally abolished. Lastly, the final chapter investigates several -however never actualized- projects for a free port in the Kingdom of Naples between the XVII and the XIX centuries. In this case, I have utilized some specific unpublished sources and articles, however relatively isolated. Through this last part, my intent has been to underline the way in which the free port asserted itself as an incredibly characterizing measure, an instrument for traders in powers to seize the resources made available through trading. The projects for a tax exemption in Naples, never actualized but put forth on numerous occasions, can be an interesting way of observing the way that the institution of the free port appointed itself, on a case-by-case basis, amongst contradictory opinions, as either a way to increase the citys wealth or to finally proclaim its ruin.
