Résumé de la thèse
Après une période de prospérité inédite en France, nous sommes entrés dans une ère de turbulences où tout est interdépendant. Sous leffet dune double révolution de linformation, ce qui nétait pas crise hier lest aujourdhui. Ce constat appelle à une évolution paradigmatique et à considérer la crise comme létat normal et la normalité lexception. Le référentiel global, seul porteur de cohérence dans laction de lÉtat, est aujourdhui remis en cause, alors que les principaux problèmes ne relèvent plus dune logique de découpage sectoriel.
Depuis les années 1990, les politiques publiques néolibérales ont profondément transformé lÉtat, devenu davantage intégrateur que propriétaire de moyens. Alors que les préoccupations de lindividu, à la fois « usager » et « client », sont devenues la priorité, nous avons eu tendance à négliger lintérêt collectif qui est certes générateur de sacrifices et de contraintes mais porteur de garanties de résilience et de solidité. Les paradoxes du citoyen français, la fragmentation de lappareil dÉtat, la dispersion de laction et de la parole publiques, sont autant daspects qui permettent didentifier des points saillants dans la crise, contexte où la mobilisation des ressources, linterministérialité et la désectorisation devraient simposer mais où lÉtat semble en difficulté. LÉtat est ainsi plongé dans un tempo où la communication immédiate sest imposée comme un dogme sociétal, alors quil serait nécessaire de saffranchir du facteur temps, favorable à la planification, et libérer linitiative locale semblant seule capable de faire face à la complexité.
Dans ce contexte, la résilience de lÉtat pourrait se définir comme la combinaison dune variable statique, la « masse » (répondant à des logiques de moyens) et surtout dune variable dynamique, « lorganisation » (ou plutôt la capacité de cette dernière à muter).
Inspirée par trois principes (entretenir la confiance, conserver linitiative et responsabiliser les décideurs), une politique de résilience pourrait signifier les prémices dun retour de lÉtat stratège, capable dabsorber la crise, nouvelle normalité.

After a period of unprecedented prosperity in France, we have entered an era of turbulence where everything is interdependent. Under the effect of a double information revolution, what was not a crisis yesterday is one today. This observation calls for a paradigm shift and for crisis to be considered the normal condition, and normality the exception. The global frame of reference, which was the only way to ensure consistency in State action, is now being called into question, while the key issues are no longer based on a sectoral approach.
Since the 1990s, neoliberal public policies have profoundly transformed the State, which has become more of an integrator than an owner of resources. While the concerns of the individual, both 'user' and 'client', have become the priority, we have tended to neglect the collective interest, which is certainly a generator of sacrifices and constraints, but also a guarantee of resilience and solidity. The paradoxes of the French citizen, the fragmentation of the State apparatus, the dispersion of public action and discourse, are all aspects that make it possible to identify salient points in the crisis, a context in which the mobilisation of resources, inter-ministerial cooperation and de-sectorisation should be imposed, but in which the State seems to be in difficulty. The State is thus immersed in a time frame where immediate communication has become a societal dogma, whereas it would be necessary to free itself from the time factor, which is favourable to planning, and to free local initiative, which seems to be the only one capable of dealing with complexity.
In this context, the States resilience could be defined as the combination of a static variable mass (responding to logics of means) and above all a dynamic variable, organization (or rather the capacity of the latter to change).
Inspired by three principles (maintaining confidence, preserving initiative and making decision-makers accountable), a policy of resilience could mean the beginnings of a return of the strategist State, capable of absorbing the crisis, as the new normality.
