Résumé de la thèse
L'objectif de cette recherche est d'analyser l'évolution des Organisations du Tiers Secteur (OTS) impliqués dans loffre de un particulier service social, laccueil de demandeurs dasile. Cette étude se focalise en particulier sur la transformation marchand du secteur, la corporatization des structures; et la professionnalisation de ses acteurs. Afin de comprendre ces dynamiques, j'ai formulé la suivante demande de recherche: "sous de fortes pressions institutionnelles, comment les OTS impliqués dans loffre de services d'accueil des demandeurs d'asile, sont-elles capables de maintenir leur identité organisationnelle, tout en continuant à se distinguer des autres formes dorganisation?
En ordre de répondre à cette question, j'ai appliqué une analyse à plusieurs niveaux (multi-level analysis) et processuelle, basée sur une perspective institutionnelle. Alors que le niveau macro est analysé à travers une approche économique - New Institutional Economics (North, 1991, Williamson 2000), les niveaux méso et micro sont abordés dans une perspective organisationnelle. D un point de vue méthodologique, l analyse multi-niveaux et processuelle est poursuivie en utilisant une approche de méthodes mixtes.
Les résultats au niveau macro ont montré qu'il existe un degré élevé d'hétérogénéité en termes de répartition territoriale, de formes juridiques et de nombre de personnes employées dans les différents secteurs d'activités. Des statistiques descriptives ont été étudiées afin de mesurer la présence des OTS, en Italie et en France. Concernant la mesure de la business like evolution, nous nous sommes concentrés sur trois indicateurs de cette tendance : la commercialisation, la corporatisation et la professionnalisation. Nous avons observé la présence de ces phénomènes dans les deux pays. Enfin, la dernière partie de l'analyse au niveau macro a été consacrée à l'identification des déterminants du développement des OTS en Italie. Une analyse de régression transversale a été développée sur la base d'une analyse au niveau provincial illustrant la situation de l'année 2011.
Au niveau méso, on a analysé le champ organisationnel (Powell et DiMaggio, 1983). Nous avons observé que le secteur de l'accueil des demandeurs d'asile est au cur de profondes transformations de l'action sociale.Dans ce contexte, les demandeurs d'asile ont été de plus en plus séparés du système général de protection sociale. Nous avons en effet observé une segmentation et une spécialisation des pratiques et la création de centres spécifiques tels que le CADA en France et le SPRAR en Italie.
Au niveau micro, nous avons proposé une étude basée sur trois approches organisationnelles différentes. Les approches théoriques utilisées dans cette recherche sont la théorie néo-institutionnelle (DiMaggio & Powell, 1983), la théorie de la dépendance aux ressources (Pfeffer & Salancik, 1978), et les logiques institutionnelles (Thornton & Ocasio,1999). Alors que le concept d'isomorphisme explique la propension à l'homogénéité organisationnelle, le concept de logique institutionnelle apporte un éclairage sur la diversité interne. Cela laisse la porte ouverte à l'exploration de ce qui les rend différentes. Enfin, à travers le prisme de l'approche de la dépendance aux ressources, nous avons analysé les stratégies mises en place par les organisations pour faire face aux pressions externes et à lincertitude.
Limposition de la concurrence par moyen des marchés publiques et appel à projets, est justifiée comme étant capable de permettre daméliorer lefficacité du marché. Mais ce que on a pu observer par moyen de cette étude cest que ces mécanismes ouvrent surtout le marché à des entreprises commerciales avec le risque de provoquer une perte du lien relationnel, et la disparition du tissu associatif.

The aim of this research is to analyse the business- like evolution of third Sector Organisations (TSOs) My case Study is based on the migration reception system and is a comparison between the Italian and the French case. The sector is particularly interesting, because we can observe a very rapid change, at the institutional, governance and organisational level. The very rapid legislative evolution on migration policies, at national as well as European level, the definition of a quasi-market through the implementation of specific funding instruments with a consequent change in number and kind of actors, are three of the main aspects characterising the evolution of the sector in the last 30 years.
In order to understand these dynamics I formulated the following Research Question: under strong institutional pressures, how are TSOs dealing with asylum seekers reception services, able to maintain their organisational identities, continuing to distinguish themselves from other organisational forms?
Concerning the Analytical framework adopted to study the business like evolution, I applied a multilevel and processual analysis based on an institutional perspective. While the macro level will be analysed through a new institutional economic lens, the meso and micro levels will be tackled through an organisational perspective. Finally, this multilevel and processual analysis will be pursued using a mix methods approach.
The results at the macro level showed that there is a high degree of heterogeneity in terms of territorial spread, legal forms and number of people employed in the different sectors of activities. The descriptive statistics have been studied in order to measure the presence of TSOs, in Italy and France. Concerning the Measurement of the Business- like Evolution, we focused on three indicators of this trend: the marketization, the corporatization and the professionalization. We observed the presence of the phenomena in both the countries. Finally the last part of the macro level analysis has been dedicated to the identification of the determinants of the TSOs development in Italy. A Cross-section regression Analysis has been developed based on provincial level analysis picturing the situation of the year 2011
At the Meso level we focused on the organizational field as described by Powell and DiMaggio (1983), namely a group of organizations, which in a whole, constitute a recognised area of institutional life. We observed that the Sector of the reception for asylum seekers at the heart of deep social action transformations. In this context, asylum seekers have been increasingly separated from the mainstream system of welfare provision. We actually, observed a segmentation and specialization of the practices and creation of specific centres such as the CADA in France and the SPRAR in Italy.
At the micro level, we proposed a study based on three different organizational approaches. The theoretical approaches used in this research are the neo-institutional theory (DiMaggio & Powell, 1983), the resource dependence theory (Pfeffer & Salancik, 1978), and the institutional logics (Thornton & Ocasio,1999). Mobilising the three theoretical approaches allow us to grasp different perspectives, in order to offer in the end a more detailed picture concerning the phenomenon under study. We first mobilised the concept of isomorphism (DiMaggio & Powell, 1983) in order to understand which kinds of pressures - normative, mimetic or coercive - determine it in the different cases. While the concept of isomorphism explains the propensity for organizational homogeneity, the concept of institutional logic brings light on internal diversity. This leaves open the door for exploring what makes them different. Finally, through the lens of the resource dependence approach, we analyzed the strategies put in place by the organizations to face the external pressures and uncertainty.
