Résumé de la thèse

Cette thèse relative à l'intégration des normes SAFE dans le système douanier de la Communauté Economique et Monétaire de l'Afrique Centrale (CEMAC) conduit à examiner dans quelle mesure, la transposition des normes SAFE de l'OMD dans le corpus juridique du droit douanier de la CEMAC, peut permettre aux administrations douanières de la zone CEMAC d'atteindre les objectifs communs de performance visés par les États membres.
Traitée au moyen de la méthode d'analyse historique comparative de l'évolution du Droit douanier de la CEMAC, cette analyse a conduit à appréhender la conformation de cette intégration par rapport aux outils et instruments internationaux et son application dans les États membres de la CEMAC.
Dans une première partie, est étudiée une intégration particulière fondée sur la transposition nécessaire relevant des fondements incontournables des normes SAFE. Il s'agit de l'étude des rapports des systèmes juridiques entre les normes des systèmes internationaux, le système de la CEMAC et les différents systèmes nationaux des États membres. La seconde partie permet d'établir comment ce processus d'intégration structurant concourt à une transposition nécessaire par l'application des normes les SAFE lesquelles doivent améliorer les performances des administrations douanières sur le plan juridique, administratif et fonctionnel.

This thesis on the integration of SAFE standards into the customs system of the Central African Economic and Monetary Community (CEMAC) leads us to examine to what extent the transposition of WCO SAFE standards into the legal corpus of CEMAC customs law, can enable
The customs administrations of the CEMAC area to achieve the common performance objectives as set by the member States.
Treated by means of the method of comparative historical analysis of the evolution of the customs law of CEMAC, this analysis led to apprehend the conformation of this integration with respect to international tools and instruments and its application in the member states of CEMAC.
In a first part, it is studied a particular integration based on the necessary transposition related to the essential foundations of the SAFE standards. This is the study of the relationships between the legal systems of international systems, the CEMAC system and the different national systems of the member states. In the second part, it is established that this structuring integration process contributes to a necessary transposition through the application of standards the SAFE which must improve the performance of customs administrations at legal, administrative and functional level.
