Résumé de la thèse

Etienne Clavière demeure encore aujourd’hui une figure méconnue de l’histoire politique du XVIIIème siècle, aucune étude approfondie ne lui ayant été encore consacrée. Pourtant, grâce au dépouillement de nombreuses archives inédites, l’examen de la réflexion politique et constitutionnelle de Clavière révèle en premier lieu un courant encore méconnu du républicanisme genevois de la seconde moitié du XVIIIème siècle. Dès 1766, Clavière rassemble autour de ses idées une nouvelle génération de contestataires dénonçant la dimension archaïque de l’ordre juridique et social genevois et défendant un vaste projet de régénération de leur république. En rupture avec la conception de la constitution historique et traditionnelle du régime, Clavière et ses partisans portent progressivement un discours politique construit autour de l’idée de volontarisme constitutionnel, jusqu’à la Révolution de 1782 et le projet de fondation de la « Nouvelle Genève » en Irlande. Dès son arrivée à Paris au mois de janvier 1784, Clavière s’entoure des figures montantes du courant républicain comme Mirabeau et Brissot et distille dans le débat public français les éléments conceptuels d’une vision radicale de réforme de l’ordre politique et financier de la monarchie. Au cœur des événements lors de l’éruption révolutionnaire, Clavière participe activement, dans l’ombre du tribun Mirabeau, aux grands travaux de l’Assemblée nationale constituante pour entériner constitutionnellement le transfert de la souveraineté du roi au peuple. Grand partisan de l’assignat-monnaie et devenu ministre des Contributions publiques en mars 1792, Clavière tente de lancer ses premiers projets de rationalisation du système fiscal de la monarchie avant son renvoi par Dumouriez au mois de juin. Premier ministre des finances de la République après son retour au ministère lors de la journée du 10 août 1792, Clavière réforme en profondeur les structures administratives et financières de la République jusqu’à la chute des girondins.

Thesis resume

Etienne Clavière remains to this day a little-known figure in the eighteenth political history, as no in-depth study has yet been devoted to him. However, the analysis of numerous unpublished archives and the examination of Clavière’s political and constitutional thought first reveal a still little-known tendencie of genevan republicanism in the second half of the eigthteenth-century. As early as 1766, Clavière gathers around his ideas a new generation of protesters denouncing the archaic dimension of Geneva’s legal and social order and defending a vast project to regenerate their republic. Breaking with the conception of the historical and traditional constitution of the regime, Clavière and his supporters gradually defend a political discourse built from the idea of constitutional voluntarism, until the Revolution of 1782 and the project of founding the « New Geneva » in Ireland. Upon his arrival in Paris in January 1784, Clavière surrounds himself with rising figures of the republican tendencie such as Mirabeau and Brissot and distills in the French public debate the conceptual elements of a radical vision of reform of the political and financial order of the monarchy. At the heart of the events during the revolutionary eruption, Clavière takes an active part, in the shadow of the great orator Mirabeau, in the main works of the National Constituent Assembly in order to constitutionally ratify the transfer of sovereignty from the king to the people. Great supporter of the assignat-currency and became Minister of Public Contributions in March 1792, Clavière tries to launch his first projects to rationalize the the monarchy’s tax system, before his dismissal by Dumouriez in June. Prime Minister of Finance of the Republic after his return to the ministry on 10 August 1792, Clavière carries out a thorough reform of the administrative and financial structures of the Republic, until the fall of the Girondins.
