Résumé de la thèse

La thèse étudie les modalités d’approvisionnement de la ville de Venise en produits de la mer (poissons, crustacés et coquillages) au XVIIIe siècle, c’est-à-dire un système qui concerne à la fois des acteurs, des pratiques, des espaces et des modes de gouvernement. L’analyse prend comme point de départ les espèces, leurs lieux de croissance, les rythmes de production, puis l’exploitation du poisson qui devient une ressource alimentaire pour la ville. À Venise, l’ensemble des habitants, des patriciens aux membres du popolo les plus fragiles, consomme des produits de la mer quotidiennement et sous toutes ces formes. Cette place remarquable du poisson dans l’alimentation a entraîné, chez les acteurs impliqués dans ce système, pêcheurs, marchands et gouvernants, d’intenses réflexions autour de la propriété, de la gestion, de l’exploitation et de la protection des espèces. L’étude se situe par conséquent à la croisée de plusieurs champs historiques (histoire environnementale, histoire sociale et histoire des institutions) et emprunte également certaines de ses approches à l’histoire économique et à l’histoire urbaine. L’enjeu est de déterminer comment se crée et se négocie un système de gestion et d’exploitation d’une ressource, impliquant des savoirs politiques, des savoirs techniques et des usages particuliers élaborés dans des milieux lagunaires et maritimes. Cette interaction est en pleine évolution au XVIIIe siècle, à une période où les mécanismes marchands et économiques sont soumis à des évolutions de conception profondes. Les ressources de la mer n’échappent pas à ces questionnements et la materia del pesce, expression utilisée par les magistrats vénitiens, devient un espace de négociation, mais également de lutte, entre les acteurs du système et les gouvernants dans la seconde moitié du XVIIIe siècle. La thèse est organisée autour de trois axes, qui constitue trois tentatives de définition de cette « matière du poisson ». C’est d’abord un système spatial qui relie des zones de production, celles de la pêche, aux zones de distribution, les étals de marché. Alors que jusqu’au XVIIe siècle, la lagune est le bassin de production principal, au XVIIIe siècle, l’ensemble des territoires de la République de Venise autour du bassin Adriatique Nord est impliqué dans le ravitaillement de la ville. L’approche spatiale permet de comprendre la nature des liens existants entre les différents territoires de la République et la ville-capitale, sujet récurrent dans l’historiographie. Les marchés du poisson offrent la possibilité d’approfondir ces formes d’interdépendances à partir des zones utilisées au profit du ravitaillement de la ville. Ce système d’approvisionnement est aussi un marché du travail qui ne se comprend que grâce aux spécificités des produits de la mer. L’exploitation du poisson génère en effet des organisations socioprofessionnelles originales, celle des communautés. Une seule corporation est impliquée dans le système, celle des poissonniers grossistes, peu nombreux. Ainsi, les circuits fonctionnent en grande partie en dehors des cadres corporatifs traditionnels, bien étudiés dans l’histoire du travail sous l’Ancien Régime. L’analyse de l’organisation communautaire permet de saisir les liens entre des acteurs de catégories sociales très différentes, et des métiers également divers. Elle s’attache aussi à éclairer la nature de la corporation des poissonniers, anciens pêcheurs soutenus par la République. Enfin, la materia del pesce est définie par un ensemble d’interactions particulières. La gestion, confiée aux magistrats de la Giustizia Vecchia, suppose une forte implication des pêcheurs et des poissonniers qui sont régulièrement consultés par le pouvoir. Une place est donc faite aux savoirs techniques des pêcheurs et à leur expertise (temps de pêche, reproduction des espèces, matériel utilisé, connaissance des fonds marins, des courants etc.). Ce dialogue est finalement remis en cause par la volonté de libérer le marché au XVIIIe siècle.

Thesis resume

This study analyses how the city of Venice managed to supply its fish markets in the 18th century, an organization system that involved actors, practices, spaces, and government strategies. The analyze focuses initially on the fish, which means to start by specifying the specimens that were captured, to locate the growing places, and to assess the production rhythms. All the mentioned aspects defined the exploitation system of this product, which became a crucial food resource for the city. In Venice, everybody ate seafood in their everyday life, from nobles to popolani. Such a remarkable place of the fish as basic food resulted_ in intensive reflections by the government and by the actors involved in the fish markets (merchants, fishermen, or fishmongers). They were particularly concerned about the management, the exploitation, and also the protection of these resources. Therefore, this study is related to historiography in several manners: Environmental history, Social history, and the History of the institutions; and it uses some approaches from Urban history and Economical history as well. The aim of this research is to determine how a management system of a capital resource for the city could be created and negotiated, a complex plan that involved political knowledge, technical skills, and particular uses of the exploitation of the lagoon. This interaction between politics and technique evolved during the 18th century, a period in which the economic life changed deeply. The materia del pesce, an expression used by the Venetian government, became a subject of negotiation and clash between the authorities and the fish market actors. The thesis is organized in three parts which correspond to three different definitions of this “fish matter”. It was, firstly, a spatial system which interlinked production areas and distribution territories. From the medieval period up to the end of the 17th century, the lagoon had been the principal production area. However, in the 18th century all the territories that belonged to the Republic were involved in the Venice fish supply. The spatial approach allows us to understand the sort of links that existed between the capital and the other territories of the Adriatic Sea. This supply system was also a highly dissimilar working market, due to the specificity of the different sea products. The exploitation of the fish created a specific professional organisation plan based on the model of the communities. Yet, only one guild was involved in these fish markets, the fishmonger guild. The fish markets worked thus outside the traditional frameworks of the corporate system, a well-known phenomenon for Modern history. Studying the organisation of this community permits to clarify the links that existed between actors from different categories and dissimilar jobs. Furthermore, it allows us to shed some light to the nature of the fishmongers corporation, constituted by former fishermen backed by the government of the Republic. Finally, the aformentioned materia del pesce was also an array of interactions between the Venetian magistrates, especially the Giustizia Vecchia, and the fishermen and fishmongers. The first used to consult the professionals for many decisions that concerned the city plan. The technical skills and the knowledge of the fishermen (about fishing seasons, capturing materials and tools, or even about the reproduction of the species) were used by patricians in order to properly manage the resource. Nevertheless, this relationship was questioned by the economic transformations occurred during the 18th century, particularly due to the liberalization of the market system.
