Résumé de la thèse

L'arrivée de Charles de Bourbon sur le trône du Royaume de Naples et de Sicile en 1734 a marqué un tournant important dans l’histoire du Mezzogiorno. Une des premières questions traitées par le nouveau souverain a été celle de la relance de l’économie. Des nouvelles normes et institutions avaient pour objectif de simplifier et d’ordonner la stratification normative méridionale dans le domaine du commerce. À côté de ces mesures, le gouvernement bourbonien s’engagea, dès les premières années de son intronisation, à conclure des traités commerciaux avec les principaux pays européens. Six accords furent conclus entre le 1742 et le 1753, dont ceux que Naples signa avec la Suède (1742), le Danemark (1748) et la République des Provinces-Unies (1753). Cette thèse a deux buts principaux : comprendre l’importance de ces conventions commerciales et, en particulier, de celle conclue avec la Hollande, dans le contexte de la « politica dei trattati » mise en œuvre par Charles de Bourbon dans la première moitié du siècle ; montrer quel fut l’impact concret du traité hollandais sur les relations politiques et économiques entre le Royaume de Naples et les Provinces-Unies. Les négociations qui menèrent à la conclusion de ces accords sont analysées en tenant compte des principales orientations de politique intérieure de chaque État, ainsi que des dynamiques internationales, grâce aux outils théoriques et méthodologiques offerts par la nouvelle histoire diplomatique. Dans la deuxième partie de la thèse, l’attention passe des dynamiques politico-diplomatiques à la réalité des échanges, en examinant la dimension quantitative des trafics hollandais dans le Royaume de Naples et les principales questions au centre des interactions commerciales entre les Néerlandais et les institutions napolitaines dans les ports du Royaume dans la deuxième partie du XVIIIe siècle. Grâce au croisement des sources diplomatiques et consulaires de l’Archivio di Stato di Napoli avec celles conservées au Riksarkivet (Stockholm), au Rigsarkivet (Copenhague) et au Nationaal Archief (La Haye), l’étude permet non seulement de reconstruire le parcours menant à la formation et à l’application du traité hollandais, mais aussi d’identifier les points clés des relations politiques et économiques entre ces États et le Royaume de Naples, posant ainsi les fondements d’une connaissance plus approfondie des rapports internationaux entre le Mezzogiorno et l’Europe du Nord au XVIIIe siècle.

Thesis resume

The advent of Charles of Bourbon to the throne of the Kingdom of Naples and Sicily in 1734 marked an important turning point in the history of Southern Italy. One of the aims of the new king was the economic recovery. He issued new laws and institutions to organise and to simplify the normative stratification in commercial area. The Bourbonic government also opened negotiations to conclude trade treaties with the main European states from the early years of its establishment. It signed six agreements between 1742 and 1753; among these the treaties stipulated with Sweden (1742), with Denmark (1748) and with the Republic of United Provinces (1753). The purpose of this thesis is to highlight the importance of these commercial agreements and, particularly, of the Dutch one, in the Neapolitan “politica dei trattati” and to show the impact of the Dutch treaty on political and economic relationships between Naples and United Provinces in XVIIIth century. I focus attention on the negotiations leading to the conclusion of these agreements, in view of the internal policy of each State as well as international dynamics. I develop this analysis through theoretical and methodological tools of New Diplomatic History. In the second part of the thesis the focus shifts away from political and diplomatic aspects to the reality of commercial exchanges. I realize a quantitative analysis of Dutch trades in Southern Italy and I investigate the main questions about social and economic interactions between Dutch people and Neapolitan institutions in the ports of the Kingdom in the second half of XVIIIth century. Comparing diplomatic and consular sources kept at the Archivio di Stato di Napoli and those found at the Riksarkivet (Stockholm), at the Rigsarkivet (Copenaghen), and at the Nationaal Archief (The Hague), the study traces the path from the creation to the application of the Dutch treaty. In this way, this analysis allows to identify the key points of political and economic relations between Sicilies and the Republic, improving the understanding of relations between Southern Italy and Northern Europe in XVIIIth century.
